Renewable energy policies in federal government systems

Renewable energy (RE) policies are widely used to decarbonize power generation and implemented at various governance levels. We use an analytically tractable two-level model study the effects of overlapping RE from federal state governments. find that there contrasting incentives for states support deployment, depending on whether government implements a feed-in tariff (FIT) or auction system. Under FIT, bear greater burden in financing policy under-subsidize order reduce nationwide deployment thereby lower their costs. auction, finance over-subsidize drive down quota price, also In application Germany, we illustrate recent shift FIT auctions increases governments demand-intensive south, while decreasing them wind-abundant north.
